Q3 issuing bodies

The survey reaffirms that Chambers remain seen as the competent authorities to issue Certificates of Origin. 97% of the responding chambers are empowered to issue non-preferential CO while 47% of them issue preferential CO. The 2013 survey shows indicates that in 24 countries, chambers are the unique issuing body for non preferential COs, whilst in about 52 countries, they share the competency with ministries, custom authories or other issuing bodies.

Electronic CO (eCO)

Q15 eCO service

36% of responding chambers are providing electronic CO issuing services to businesses, with 57% interested to implement this service in the future.

Q19 eCO recognization

In 2012, the volume of non-preferential eCO issued by responding chambers reaches 1,899,882 copies, which indicates 16.7% yearly growth compared to the number in 2011.

The survey demonstrates that eCO is recognized by a majority of the authorities requiring a CO, freight forwarders and banks are most willing recipients of eCO.
