          ICC submits recommendations for ITU World Conference success

          ICC today released its recommendations to governments and regulators, to contribute to a successful ITU 2012 World Conference on International Telecommunications (WCIT-12), which should result in an agreement that fosters the ongoing development of global telecom markets.

          The 193 member countries of the ITU will meet in Dubai in December at WCIT-12 to revise the International Telecommunication Regulations (ITRs), a treaty-level document establishing policies governing international telecommunications services between countries. ICC recognizes the importance of ensuring that the ITRs will support the future development of telecoms markets, services and technological innovation. To do this, given the rapid pace of market change, it is vital for the ITRs to be focused on high level strategic and policy principles relating to the provision of international telecommunications services, rather than on specific regulatory and technical matters.

          ICC is a longstanding supporter of the liberalized telecommunications policies that have stimulated the expansion of communications networks and services, and has encouraged broad economic growth in countries at all levels of development. In this position paper written by the its Task Force on Internet and Telecoms Infrastructure and Services (ITIS), ICC presents international business views on how the ITRs can best promote ongoing improvements in investment, jobs, innovation and access.

          Eric H. Loeb, chair of ITIS, said: “In the preparations for WCIT-12, ICC is looking to make meaningful contributions of fact and experience, to support a positive result for all countries. The pace and trend of improvements in telecom access in recent years is unprecedented, and ICC has a vital interest for the ITRs to set policies that will continue this progress.”

          The recommendations released today address the main policy topics anticipated to arise at the WCIT-12, and during upcoming months, will be supplemented with other material that will contribute to a thoughtful and well-informed conference in December.
