Commission leaders are appointed by the ICC Chairman for a three-year period renewable at the Chairman’s discretion.
Paul Lugard is Partner at Baker Botts LLP in Brussels. He has been teaching at TILEC (Tilburg Law and Economics Center) at Tilburg University, the Netherlands. Formerly, Mr. Lugard had been Senior Vice-President and the Head of Antitrust for Royal Philips Electronics between 2005 and 2010.
Michael D. Blechman is Special Counsel in Kaye Scholer LLP and Vice-chair of the ICC Competition Commission. He is also Chair of the Competition Committee of the United States Council for International Business and a member of the Advisory Board of the BNA Antitrust and Trade Regulation Reporter.
Anne Riley is Associate General Counsel in Shell International, is a member of Shell’s Ethics and Compliance Office Leadership Team, and leads Shell’s global antitrust team. In October 2012 she was appointed a Vice Chair of the ICC Competition Commission and currently chairs the ICC Working Group on Compliance Programmes. In May 2009, Ms Riley was appointed Chair of the ICC UK Committee on Competition (a position she still holds).
