Customs and Trade Regulations

The ICC Committee on Customs and Trade Regulations focuses on customs reform and modernization and the implementation of transparent, simplified and harmonized customs policies and procedures.

The Committee’s current policy working areas include

Finalizing and promotingthe harmonization of income tax TP and customs valuation methodologies, together with the Commission on Taxation, and developing consensus positions on the treatment of license fees, first sale and other matters related to valuation consistent with OECD guidelines.

  • Engaging with national policy makers to focus on meaningful benefits to companies that enter trusted trader programmes.
  • Promoting mutual recognition of supply chain security programmes at national and international levels, especially by focusing on specific simplifications that can be accomplished by the competent authorities of trading partner countries.
  • Promoting trade facilitation by providing input into the work of the World Trade Organization (WTO), the World Bank, and the World Customs Organization (WCO) on a variety of topics including customs classification and valuation.
  • Acknowledging the proliferation of bi-lateral agreements, following the failure of the Doha Round of trade negotiations. A consensus ICC policy position is being developed on preferential rules of origin for presentation to relevant international policy-making bodies.
  • Engaging the WCO in modernization discussions especially concerning automation, systems networking and single window interfaces.
  • Adopting the revised comments to the ICC Customs Guidelines and developing a corresponding plan of action.
  • Establishing regular permanent representation by the Commission on the WCO PSCG, Classification and Valuation Technical Committees.
