DVD piracy has reached a level of about 80% of total disc sales. The most popular distribution methods are now Internet sites and street markets (here are over 400 regular markets in Romania and 250 other markets open at various times). As ROACT has blocked access to several well known sites offering movies and/or subtitles, the pirates are increasingly seeking hosting by foreign Internet Service Providers (ISPs). (1)

The position on terrestrial broadcasting is also complex. There were 2,217 valid licenses to provide cable services but only 932 were actually authorized to provide such services. The licenses were held by 607 different companies. In the off-air sector, there were 103 licenses and authorized TV broadcast channels, and 50 companies held TV broadcasting licenses. (2) |

CD-R piracy in Romania increased from 55% of the share of overall piracy in 2004, to 80% in 2005. The estimated overall piracy level for sound recordings (both local and foreign) is 50%, while the piracy level for international repertoire alone is higher at approximately 80%, representing trade losses for the U.S. industry of around $18 million. Government ministries have undergone training to develop software asset management policies to promote legal software use within Government entities and local public authorities. BSA (Business Software Alliance) reports its preliminary 2006 estimates for business software piracy in Romania were $66 million, at a slightly lower 69% rate. (4)
